City administrator Roger Fraser is responsible for carrying out the policies established by the city council. The administrator oversees all city operations, prepares an annual budget for adoption by council, and is responsible for providing city services efficiently and effectively.


Clerk

The city clerk, Jacqueline Beaudry, and her staff provide a variety of services to the public and city council. The office issues permits for going-out-of-business sales ($115 for 30 days, renewable twice), and licenses for bicycles ($8 onetime fee for bicycle owners age 12 & up) and dogs ($16 for up to two years). Applicants must submit a serial number for a bike license and a rabies certificate for a dog license. The clerk also issues domestic partnership certificates that carry no legal rights or benefits. Applications must be notarized. The charge is $20 for city residents and $30 for nonresidents. The application is available online at www.a2gov.org/clerks. The clerk issues permits for block parties, noise, and banners; applications are available online. The clerk’s office maintains records of city council acts, which can be reviewed in person at City Hall and photocopied (5˘/page). The city’s code and charter also are available for inspection and copying. Copies of the charter cost $7 each. Communications unit manager Lisa Wondrash oversees all aspects of the city’s communication activities, including public relations and website content, as well as the Community Television Network (994–1833). This office, managed by Carol Schuler, takes applications for currently available city jobs; openings are posted every Tues. afternoon. Community Television Network also displays job announcements on its televised bulletin board during nonprogrammed hours.
